About the PA Medical Cannabis program

The Pennsylvania medical cannabis program was established to give patients who are seeking management and relief of qualifying medical conditions access to safe, regulated Medical Marijuana. 


Patients that want to participate in the medical cannabis program must follow these steps:

  • Visit the Patients and Caregivers Registry and create a patient profile in the Department of Health’s patient and caregiver registry (we can assist with this step if needed)
  • Obtain a physician’s certification from Herbal Care Rx over the phone.
  • Return to the Patient and Caregivers Registry and pay the $50 fee for your medical marijuana ID card.
  • Await the arrival of the card in the mail, usually about 2 weeks. 
  • Once you have the card in hand, you can visit any dispensary in the state of Pennsylvania. 
  • Card renewal is required by the Department of Health every 12 months

We provide the certification you need for the Department of Health to validate your Medical Cannabis card. Licensed clinical practitioners are private entities and not directly associated with the state government

Your dispensary will verify that you have a valid medical card to sell you cannabis products and give you recommendations for use.

Qualifying Conditions

Medical cannabis can alleviate many symptoms depending on the type of product that is used and the way it is used. Using cannabis to decrease the severity of symptoms can lead to improved function and improved quality of life.


Under the Pennsylvania Medical Marijuana Act, “serious medical conditions” are defined as any one of the following:  (listed in alphabetical order)

  • Chronic Hepatitis C 
  • Crohn’s disease.
  • Damage to the nervous tissue of the central nervous system (brain-spinal cord) with objective neurological indication of intractable spasticity, and other associated neuropathies.
  • Dyskinetic and spastic movement disorders.
  • Epilepsy.
  • Glaucoma.
  • HIV / AIDS.
  • Huntington’s disease.
  • Inflammatory bowel disease.
  • Intractable seizures.
  • Multiple sclerosis.
  • Neurodegenerative diseases.
  • Neuropathies.
  • Opioid use disorder for which conventional therapeutic interventions are contraindicated or ineffective, or for which adjunctive therapy is indicated in combination with primary therapeutic interventions.
  • Parkinson’s disease.
  • Post-traumatic stress disorder.
  • Severe chronic or intractable pain of neuropathic origin or severe chronic or intractable pain.
  • Sickle cell anemia.
  • Terminal illness.
  • Tourette syndrome.

Step 1: Register with the Pennsylvania Department of Health

All PA residents interested in obtaining their Medical Marijuana Cards must first register and create an account with the PA Department of Health (PA DoH).

Although it can seem complicated, the process of registering with the DoH for your medical marijuana card is surprisingly simple and easy to do completely online. 


You'll only need a few things before you start:


  • Access to a PC Computer with an internet connection, either a desktop or laptop (not a phone or mobile device).


  • Your valid Pennsylvania driver's license or state-issued ID (or change of address card if applicable). Your address should be up-to-date with the PA Department of Transportation.


  • A valid email address.


  • A phone number.


Go to www.medicalmarijuana.pa.gov , and click on "Apply for ID/Access Account"


There will be an option to start a new account on the left-hand side called Adult Patient Registration. Click that link. Fill out the form using All-Caps with your name address and License number exactly how it appears on your PA ID. Once you've successfully registered, you'll be prompted to create a username and password for your account and you will be given a 6-digit Department of Health ID number. Keep that number and your account login for your records, you'll need them later!

Step 2: Book Your Certification Appointment

Once you have your Pennsylvania Department of Health ID#, you're ready to book an appointment with us!

You'll be able to completely book your appointment using our forms, but you'll also get the option to have someone from our team contact you if you have any questions or issues you need addressed. In that case, please select "I would like to be contacted first" at the end of the first form. If you're ready to book now, you will be prompted to complete the steps below.

  • Input the Patient ID number you received from the Department of Health in Step 1
  • Fill out the patient intake form
  • Select an appointment date and time for your call
  • Pay $125 for for your appointment by selecting New MMJ Patient in the payment portal 
  • Discounts: If you are a US Military Veteran or receive the following: Disability, SSI, Medicaid, PACE/PACENET, CHIP, SNAP, or WIC, then you may select the discount payment option for $75

When it's time for your appointment, one of our licensed practitioners will give you a call on the phone.  The practitioner will talk with you, submit the medical cannabis certification online, and answer any questions you have.

Step 3: Get your Card

After you have received your certification for medical cannabis use by the physician, it's time to revisit the Pennsylvania Department of Health website to get your card!  


Using your username and password from Step 1, log back into your account, then navigate to the "Make a Payment" tab. Having your medical card printed will cost $50 and you can use a debit or credit card to make the payment. If you receive Medicaid, PACE/PACENET, CHIP, SNAP, or WIC, you can have the $50 fee for the card waived completely. 


Getting your card usually takes about 2-3 weeks after payment and it will be mailed to you. Your card's status can be checked on your profile page.

If you already have a Pennsylvania Medical Cannabis Card, the process to renew your card is simple.

Renewing your MMJ Card

Once you have your medical card, you will be able to purchase medical cannabis at any PA dispensary for 1 year, at which time your current card will expire. 


Thankfully, renewing your card is a simpler, quicker process than a completely new registration. 

 

You may renew your card up any time within 60 days of its expiration and in most cases you can still renew months after your card is no longer valid. 


Renewing your card requires you: 

  • Update your address in the Department of Health Patient Portal 
  • to make an appointment with a certifying practitioner (Herbal Care Rx, for example) for your recertification and,
  • to pay the Department of Health for your new card. 


To avoid disruptions to fulfilling your medical marijuana needs, we recommend beginning the renewing process between 30-60 days before your card's expiration date since it can take up to 2-4 weeks for new cards to be processed and shipped to you. 


You'll only need a few things before you begin:


  • Access to a PC Computer with an internet connection, either a desktop or laptop (not a phone or mobile device).


  • Your login info to your Department of Health account. If you have forgotten your username and password, you can have those retrieved for you by selecting "Forgot your username or password?"


  • Access to the email address you used to register initially with the Department of Health


Important: Confirm that your current address is the one listed on your account. Your card will be shipped to that address!


Go to www.medicalmarijuana.pa.gov , and click on "Apply for ID/Access Account", or simply click on the button below. There will be an option on the right-hand side called Returning Users. Enter your login info there.  


In total, you should expect to pay $125 annually, $75 for the recertification and $50 to the DOH for a new card. If you are a beneficiary of SNAP/WIC/PACE/MEDICARE/CHIP, the DOH will waive the card fee and your renewal will be $75.

Are you a caregiver, or do you need a caregiver?

Here's what you should know

Caregivers are individuals who have been designated to assist patients with the procurement of Medical Marijuana.


Who can serve as a caregiver? An individual 21 years of age or older, unless authorized by the department, can serve as a caregiver. Caregivers must register with the Department of Health and follow the instructions to complete a criminal history background check with the commonwealth's authorized vendor. 


All caregivers must complete a criminal history background check with the commonwealth's authorized vendor, before receiving their certification. This process takes 4-8 weeks after registration. Details can be found in the user’s DoH profile after registering. You cannot be approved as a caregiver if you have been convicted of a criminal offense relating to the sale or possession of drugs, narcotics or controlled substances within the last five years.


Who can have a caregiver? Any patient may designate a caregiver if they so choose. All minors are required to have a caregiver. There are three categories of patients who do not get an ID card, and thus need not enter a dispensary. Instead, a caregiver registers on their behalf and visits the dispensary for them. These categories include:

  1. Minors;
  2. Adult patients who are home-bound; or
  3. Adult patients who benefit from assistance (i.e. nonverbal, do not make their own medical decisions, etc.).

There are 4 ways to register as a caregiver:

  • Adult Patient Caregiver Registration 
  • Caregiver Registering for an Existing Patient  
  • Caregiver Registering for a New Patient
  • DOH Approved Caregiver Registration

No, all appointments are conducted over the phone so there's no need to travel anywhere!


Registration with the Department of Health creates an account that is used to track the status of your certification and is a prerequisite for being certified by a physician whereas certifications for cannabis use are issued by a licensed clinical practitioner and are required for a Medical Marijuana card. 


The $50 fee is for the Pennsylvania Department of Health to print and issue your Medical Cannabis Card and is a separate fee from your certification consultation with the doctor. 


If the doctor does not approve you for a medical marijuana card we will issue you a refund for your appointment. 


Your patient ID number is issued by the Department of Health when you register. Click here for more detailed info and instructions


Log into your Department of Health account here then click on the tab that says "My Profile". 


All patients are required to fill out an intake form every year.


The most common cause for delayed cards is forgetting to pay the Department of Health the $50 fee for your card after your appointment. Log into your account and go to "My Profile". It should tell you your card status. If it is blank, you may have to go to the "Make a Payment" tab and pay the Department of Health.


Please confirm that the address listed on your DoH account is your current address. If it is not, your card may have been shipped to another address. Please call the Department of Health helpline 888-733-5595. 

If your correct address is listed, contact us and we will check in on the status of your certification.
